National top level domains are administered either by academia or some sort of not for profit organizations, and by private companies. DENIC administers German national (.de) domain and my first experience with national top level domain was with them. After comparing DENIC's .de prices with some other domain name registrars I thought price difference was odd. DENIC's price is 58.00 euro while Go Daddy's price is 14.49 dollars. That is pretty big difference if you have in mind that DENIC controls market of .de domains. I decided to buy domain with Go Daddy, and after two tries I succeeded and became owner of .de domain.
My real problems started when I tried to change name servers and point this domain to my space on Host Gator. I received following error:
" The modifications you requested for the domain djevadachrist.de have FAILED.
Error: RegCCTLDSvc: VerifyHostsForRegistration request failure - Unknown NIC Response Hosts are NOT on different networks

"
This definitely needed some investigation! After going through DENIC's site I found that they enforce strict requirements of name servers for .de domains. All .de domains must have:
- at least two name servers, which must be authoritative
- its two name servers on different class C networks (e.g. the first three octets cannot be the same, 216.1.69.1 and 68.42.99.120 would be valid.)
- a SOA (Start of Authority) Refresh value between 10000 and 86400 seconds
- a Retry value between 1800 and 28800 seconds
- a Time to Live (TTL) value between 180 and 345600
- an MX record that resolves to a valid mail server for the life of the domain registration, not just for the registration itself
- The serial numbers for all name server zones for the domain must also match.
Although DENIC's zone check tool helps a little I wish DENIC changes its nonsense rules. Rules such as these create unnecessary tribulations and even culture-changing giants such as google [article] and ebay [article] felt them.

Some of the DENIC requirements have nothing to do with any interaction that might take place with any external server. In particular the values determining the refresh and retry intervals for the authoritative servers. These values are used only by the authoritative servers to control replication. They are published in the SOA, but have no bearing on any other servers that are not authoritative for the zone. They are in essence private settings. As private settings they should not be dictated by DENIC.
